Obstacles faced in implementing Activity 1: There have been more delays in consultants completing their tasks than anticipated. 
Some baseline information necessary to complete the task was not available as anticipated.
   
Lessons learned in implementing Activity 1: The level of human and technological elements within an activity may require that the time alloted for the completion of tasks is overestimated. In some cases it is impossible to plan for the delays that eventually occur.
