| PHASE I (Round 5) | ||||
| OUTCOME 1: Ecological gap assessment | ||||
| Specific actions | Description | Progress snapshot | Steps taken this quarter (if any) | |
| Activity 1.1 | Ecological analysis | 1 = just started, limited progress | A total number 11 islands in Kiribati has been prioritized by the National Biodiversity Planning Commitee according to previous findings and earlier phases of POWPA (in regards to biodiversity significance) from the Kiribati Environment, Fisheries and Culture sectors. This list of islands are still under consideration and activities for this stage are yet to be implemented. | |
| Activity 1.1a | Compile and analyze data on key biodiversity areas in Gilberts and Line Groups | 0 = not yet begun, no progress | The compilation and analyzing of data on key biodiversity areas in the Gilbert and Line Groups will be performed partly by a hired local consultant. However, this is soon to be done as the Contract agreement between CI, SPREP and the Government of Kiribati is now final. | |
| Activity 1.1b | Analyze information on Phoenix Islands key biodiversity areas | 0 = not yet begun, no progress | ||
| Activity 1.1c | Survey potential PAs with a marine GIS specialist | 0 = not yet begun, no progress | ||
| Activity 1.1d | Produce maps of each potential PA with inventories and threats assessment | 0 = not yet begun, no progress | ||
| Activity 1.2 | Social analysis | 1 = just started, limited progress | During POWPA Phase I, social anaysis was performed so it is anticipated that findings from that stage would be a stepping stone once this Phase II is implemented at the national level. | |
| Activity 1.2a | Inventory indigenous lands within Gilberts Group as potential PAs | 0 = not yet begun, no progress | An inventory of the islands with potential establishment of Pas have been established. However, an inventory on indigenous lands are yet to be determined as this wil rely heavily on the results of community and Local Government consultations on the island, let alone the commitment and willingness of a community. | |
| Activity 1.2b | Assess socio-economic activities in Gilberts Group and Line Group | 1 = just started, limited progress | Based on POWPA Phase I activities, some socio-economic activities in terms of community based incentives for the Gilbert and Line Groups were assessed and learnt. Once again such findings will be a great tool in this part of the activity. | |
| Activity 1.2c | Discuss customary rights with landowners, including management plan | 0 = not yet begun, no progress | ||
| Activity 1.2d | Prepare legal documentation on types, boundaries, governance model for new PAs | 0 = not yet begun, no progress | ||
| Activity 1.2e | Consult with traditional communities and with CI, SPREP | 2 = activity fully underway | Consultation with local communities under this Phase of POWPA is yet to be started but the consultation with SPREP and CI has been carried out. An MOU has been signed by CI, SPREP and Government of Kiribati for roles of the 3 parties in the implementation of activities under this round of POWPA | |
| Obstacles faced in implementing Activity 1: | One of the obstacles that hindered the implementation of Activity 1 was getting the Memorandum of Agreement between the implementing agency (MELAD) and its regional counterparts (CI and SPREP). This agreement is one of the keys in undergoing the hire of the local consultants to carry out literature review and social analysis which would set grounds for the implementing of Activity 1. There are more obstacles anticipated once implementation is fully underway. | |||
| Lessons learned in implementing Activity 1: | One of the major lessons learnt was to prepare the MOU well before hand to avoid any possible impacts to the work programme established. | |||
| OUTCOME 2: Innovative PA governance types | ||||
| Specific actions | Description | Progress snapshot | Steps taken this quarter (if any) | |
| Activity 2.1a | Prepare terms of reference and hire consultants | 3 = significant progress, nearly complete | The terms of reference for the consultants has been formalized for legal gap analysis and a legal Consultant from IUCN was hired late 2nd quarter of this year (June) to do gap anaylisis and review the existing and pending legislations (ie Protected Species and Protected Areas Regulations etc). | |
| Activity 2.1b | Analyze existing legislation and gaps | 3 = significant progress, nearly complete | Legal legislation gaps has been identified, analyzed and improved by the Consultant. The reviewed legislations are now awaiting Cabinet endorsement for full formalization. | |
| Activity 2.1c | Propose modificaitons of the Environment Act 1999 | 3 = significant progress, nearly complete | This was accomplished during the engagement of the legal consultant form IUCN as well. The amendments are likewise awaiting full Cabinet endorsement to be formalized. | |
| Activity 2.2 | Set up 2 PA working groups | 3 = significant progress, nearly complete | One PA working group has been fully established and exercised for the Tarawa for the purpose of this project. However, the 2nd PA group to be established for the Line and Phoenix Group is yet to be made. | |
| Activity 2.3a | Collect materials from division directors | 1 = just started, limited progress | Because the local consultant for this task hasn't been hired (hopefully to be hired by next month - September), this activity has very limited progress. Some data has been collected from a number of key ministries but are yet to be analyzed and consolidated. | |
| Activity 2.3b | Review Kiribati laws | 3 = significant progress, nearly complete | Kiribati laws (Environment Act (amended 2007) were reviewed during the engagement of the legal consultant from IUCN. | |
| Activity 2.3c | Draft regulations for PAs to be designated in the Gilberts and Line Groups | 3 = significant progress, nearly complete | Regulations drafted by consultant but yet to be endorsed by Cabinet. | |
| Activity 2.4a | Draft report and discuss at validation workshop | 0 = not yet begun, no progress | ||
| Activity 2.4b | Revise bill and draft decrees | 3 = significant progress, nearly complete | ||
| Activity 2.5 | Finalize proposed legislation and regulations and submit to cabinet | 3 = significant progress, nearly complete | Regulations are to be finalized by consultant in consultation with ECD. Once finalized, the regulations shall proceed for cabinet approval. | |
| Obstacles faced in implementing Activity 2: | The delay in hiring a local consultant to undergo activity 2.3a is one of the standing obstacle. However, with the MOU between Kiribati, CI and SPREP, the activities and engagement of the local consultant are likely to proceed. Collecting of materials and information from division directors is proving a hindrance too as enthusiastic participation and support from other divisions is somewhat slow. Finally, proceeding to Cabinet for full endorsement of reviewed and amended regulations is now a crucial task to formalize and enact these pending regulations. | |||
| Lessons learned in implementing Activity 2: | It has been determined from this activities that a regulation on Protected Areas and Protected Species are crucial for the effectiveness of this Project as a whole. A formalized regulation would help support and sustain the declared protected sites and species (if necessary) once the project is completed. | |||
