OUTCOME 1: Strategy and action plan for PA network

Activity 1.1 Establish high-level steering committee 1 = just started, limited progress Consulted members individually with regard to sector specific issues arising from the stakeholder consultations for solutions    
Activity 1.2 Hold workshops and engage with Forum for Protected Areas 2 = activity fully underway Stakeholders of different islands consulted in order to create awareness and engage the island communities in PA    
Activity 1.3 Gather data on distribution, status and protection of biodiversity 2 = activity fully underway Baseline studies for three sites almost complete. Information being compiled.    
Activity 1.4 Identify repository for biodiversity data and agree on protocols for access 2 = activity fully underway Information from different sources being compiled    
Activity 1.5 Produce GIS map of exisiting biodiversity and status of key habitats and protected areas 1 = just started, limited progress A GIS database being discussed at the National level. Inputs of data and information gathered will go into the national database    
Activity 1.6 Scope requirements and resources to developing PA systems plan 1 = just started, limited progress Resources needed to manage MPA's identified. Resources required to manage island ecosystems being looked into.    
       
Obstacles faced in implementing Activity 1: The necessary legislation and the new Governance structure has to be finalised prior to any groups being identified. For management of the PA's financial resources has to be allocated.    
Lessons learned in implementing Activity 1: Communties very supportive of protecting the natural habitats if provided with the necessary incentives and enforcement powers    
           
OUTCOME 2: Develop model governance types and financial incentives

Activity 2.1 Analyze full range of PA governance types and develop potential feasible types 2 = activity fully underway Governance structures proposed by stakeholders. Further consultations can be driven with the new proposed local governance regime.    
Activity 2.2 Establish core group of 5 candidate PA managers to participate in 2 pilots 2 = activity fully underway AA. Maaya Thila, ADh. Hurasdhoo and Ga. Hithaadhoo baseline information gathering on-going.    
Activity 2.3 Establish 5 stakeholder forums for planning of 5 PAs (2 pilot and 3 others) 2 = activity fully underway Stakeholder consultations carried out within the 10 inhabited islands in Ga. Atoll. Concensus building. Stakeholder forum set up in Ga. Hithaadhoo to come up with the management plan    
Activity 2.4 Identify positive incentives to encourage community support of PAs 1 = just started, limited progress Stakeholders suggest more efforts on environmental legislation and public awareness via media. Financial mechanism to sustain the MPA discussed    
Activity 2.5 Formulate management plan of 5 PAs 2 = activity fully underway Management plans for AA. Maaya Thila, Ga. Hithaadhoo and ADh. Hurasdhoo commenced.    
Activity 2.6 Transfer experience to Environment Advisory Board 1 = just started, limited progress Voice the lack of necessary legislations, sources of funding to implement effective management of Protected Areas    
Activity 2.7 Ensure governance lessons feed into strategy and action plan 1 = just started, limited progress Voiced concerns at Protected Areas meetings    
       
Obstacles faced in implementing Activity 2: Financial, legislation, enforcement and the authority to manage has to be identified.    
Lessons learned in implementing Activity 2: Without strong legislation, there is no way to deter illegal activities.
