OUTCOME 1: National protected area gap assessment

Activity 1.1 Develop and maintain database and collect data (e.g., ecosystems, hydrology) 4 = activity completed done        
Activity 1.2 Define and map terrestrial and freshwater ecosystems 3 = significant progress, nearly complete Terrestrial ecosystems were completed in previouse quarter. Freshwater ecosystems classification is ongoing.        
Activity 1.3 Identify a set of targets for a gap analysis and establish goals for each target 3 = significant progress, nearly complete Justification of target species of animal for Gobi and Center regions were developed and model of potential habitat for selected target plant has been established on the GIS. Landform of Center and Gobi eco-region was defined and mapped for habitat model of target species.        
Activity 1.4 Identify and map major threats to biodiversity and determine protection levels for gaps 3 = significant progress, nearly complete Threat analyses without grazing impact were completed in all ecoregions.        
Activity 1.5 Conduct a spatial gap analysis and compile gap tables 3 = significant progress, nearly complete Process is ongoing.        
Activity 1.6 Write report, conduct participatory consultation with stakeholders 2 = activity fully underway Report of gap analysis of the Altai Sayan eco-region is being developed.        
Activity 1.7 Approve gap assessment report as annex to National Programme for PAs 1 = just started, limited progress It is underway and it will be completed upon development of final report of ecological gap analyses in gobi and center parts of Mongolia.        
           
Obstacles faced in implementing Activity 1: Lack of data on target species, patch ecosystem and fresh water ecosystem

OUTCOME 2: Develop national capacity building programme and begin implementation

Activity 2.1 Review current capacity needs and update 2003 report 4 = activity completed done        
Activity 2.2 Assess current capacity of higher education institutes and select institution 4 = activity completed done        
Activity 2.3 Elaborate training materials and conduct series of trainings 4 = activity completed done        
Activity 2.4 Write final report on capacity needs programmes and lessons learned 4 = activity completed Official higher educational training curriculum and standard of ranger is developing collaboration with MNET, Ministry of Education and Science, GTZ and other NGOs.        
Activity 2.5 Ensure financial sustainability of the training center by lobbying government 2 = activity fully underway Selected administrations of training centers are prepared for developing structure, management and financial sustainability for the training center.        
           
Obstacles faced in implementing Activity 2: Financial sustainability of the training center which is selected Administration of Pas' technical capacity is very poor.

OUTCOME 3: Develop and test PA sustainable finance mechanisms

Activity 3.1a Conduct study on current financial sustainability and assess options 4 = activity completed Report of sustainable financial mechanism was translated into English.        
Activity 3.1b Conduct training on UNDP financial sustainability scorecard; set baseline 4 = activity completed in previous period        
Activity 3.2 Select sustainable mechanism and develop partnership to test viability 2 = activity fully underway 2 trainings of sustainable financial mechanism were organized for officers and managers of 2 selected PAs. Campaign for increasing cooperation work of partners was organized in the selected 2 PAs and its buffer zones. As a result of the campaign, partners agreed joint action plan. WWF is developing concept for amendment of Law on PA.        
           
Obstacles faced in implementing Activity 3: In order to implement the sustainable financial mechanism for PAs, there's a need to develop and have the amendments approved in the relevant laws such as the Law on administration and finance of Mongolia. Since this process takes time, we do not expect to complete this task within the project timeframe. Initial steps will be undertaken within the project.
