A comprehensive data audit was conducted to determine the available data to inform a National Terrestrial Gap Analysis (July - Sept). An Introductory Gap Analysis workshop was conducted in early September to: (1) take DEC staff through the GAP Analysis process (2) identify data gaps, (3) take immediate steps to fill data gaps, and (4) obtain agreement on the data analysis framework. Broad biodiversity surrogates were chosen, abiotic (Landsystems) and biotic (FIM) data and an initial analysis framework was developed based on input from the workshop. In addition, available climate change data was also evaluated to determine the most appropriate data for use in the preliminary analysis and threats data including: human population data, roads, forest concessions, mining leases and otrher data sets were evaluated to enable the development of an appropriate cost surface. The activity for data collection will be a ongoing action as new data on species and others become available. |

Existing protected areas were compiled from available DEC data sources. An additiuonal 5 PA's (recently gazetted areas) were added to the list. The effectiveness of existing PA's was evaluated using the RAPPAM 2006 report. Insufficient data was available to enable the inclusion or consideration of past and new area proposals. An existing protected areas data set was used in the preliminary gap analysis. |

A first iteration Marxan (Gap Analysis) analysis was conducted in mid to late September using broad surrogate data only. DEC technical staff were trained in the Marxan Analysis as part of the technical capacity building component of this work (21-23 Sept). In addition, Senior Policy staff worked to formulate a set of National PA's criteria to complement the gap analysis work. The first iteration gap analysis requires refinement including: modification of the analysis framework, the inclusion of current forest extent, the inclusion of climate change data and the refinement of appropriate cost surfaces. In addition, species data was unavailable for the first interation. A second iteration analysis has commenced and completed by Mid December 2009 and addressing idenitified issues. |

Obstacles faced in implementing Activity 1: |
Acessibilty to some key datasets from some relevant stakeholders is often a problem because of the issue of trust for its uses and application. Furthermore species datasets are not comprehensive enough. |

Lessons learned in implementing Activity 1: |
1. A key lesson learned in the last 3 months is that a significant lead time is required to access key data sets. As far as technical capacity building it is essential that basic IT services are operational to maximize the effectiveness of technical training programs. While the technical training went well, the group all expressed their dissatisfaction and frustration with the server/desktop connections which limited the number of functional machines available for training. 2. With a good datasets, reliable and realistic management strategy and be developed for the PAs. |

Obstacles faced in implementing Activity 2: |
There are number of obstacles and these are; (1) lack of staff time allocated to collect and review the national and provincial strategies, sectoral plans, (2) lack of responses from other key sectors, (3) difficulties in obtaining the strategies and plans, (4) as this is a new approach and seeking sectors committment for this purpose is often difficult. There is a need for developing a most effective way to analysis and present the data, (5) no funding allocated to conduct the workshop. |

Lessons learned in implementing Activity 2: |
A committed DEC staff is needed to collect and importantly build a good partnership and relationships with the key stakeholders. The agencies are threatened by DEC requesting for strategies and plans. A better cordination and clear messages developed are recommended for the future. |
