OUTCOME 1: Assess contribution of PAs to local economy

Activity 1.1a Select 4-5 protected areas and form working group 3 = significant progress, nearly complete The draft paper of the publication for policy-makers was developed. This draft paper served as a reference material for national experts to work on.  
Activity 1.2 Conduct 5 workshops to present the outcomes to key stakeholders 3 = significant progress, nearly complete The regional workshops and meetings focusing on economic mechanisms and instruments to work on PA among stakeholders were organized. Field trips ad visits to outline local expertise as well as to study appropriate indicators, which could be integrated to other PA were organized.  
Activity 1.3 Integrate local data and hold 2-day training of local council on how to use data in spatial plans 3 = significant progress, nearly complete Recommendations on the use of methodology to assess the environmental and economic value of PA while developing the Management Plans (MP) were proposed. Regular work meetings and consultations with national and local experts to develop MPs for three selected PAs in Tajikistan (including reserve, zapovednik and history and natural park) were held.  
Activity 1.4 Integrate central-level data and present to ministries on integrating into economies 4 = activity completed Consultations with economists-practitioners were conducted. The justification to integrate the data collected into the National Development Programmes was developed. At the same time in view of the need to enhance the scientific and research basis for integrating the principles of PA economic value into the national economy, similar justification to launch new thematic research issue (duration: 5 years) in the Economy Research Institute under the Academy of Science of the Republic of Tajikistan was developed and submitted. The justification basis was grounded on the data and materials collected within the frameworks of the present project. The thematic research issue was attested by the scientific expertise and included to the state budget programme, which allocates the funds for scientific research in Tajikistan. Therefore, by 2010 the new specialized division to work on the issue will be launched in the Economy Research Institute under the Academy of Science of the Republic of Tajikistan.

Activity 2.1a Form 4 groups to deal with ag, infrastructure, hunting, fishing and forestry 4 = activity completed    
Activity 2.1b Analyze legislation in each sector, and identify legislative norms; identify 2 sectors 4 = activity completed    
Activity 2.2a Within 2 sectors, develop recommendations on legislation to reduce threats 3 = significant progress, nearly complete Reports and overviews to present the negative stimuli in hunting management within the PAs were developed and circulated among the participants of the workshop, which addressed the coordination and management mechanism of the hunting sector in Tajikistan. At the same time a series of recommendations to amend some policy instruments in the present-day legislation is developed and submitted to the Committee for environmental protection under the Government of the Republic of Tajikistan.  
Activity 2.2b Hold workshops on each sector to discuss outcomes and achieve consensus 3 = significant progress, nearly complete Field trips and visits to the local PAs to identify problems and negative stimuli for their efficient prevention were conducted. Work visit and meeting with local specialists to identify the priorities for Management Plan development within at the ‘Tigrovaya Balka’ Reserve near-by territory was organized. The development of this plan was structurized in a way to consider land management issues and nature resource rational use in the near-by territory, buffer zone and active nature exploitation zone.  
Activity 2.2c Write up results and present to key ministries and stakeholders 3 = significant progress, nearly complete The thematic workshop was organized and conducted with its minutes and development materials to be prepared. Consultations with GTZ (German Technical Assistance) specialists, working in the area of policy improvement in nature protection legislation in Tajikistan, were organized. At the same time, draft recommendations to reduce the risks of negative stimuli in PAs were shared.

OUTCOME 3: Develop national and local capacity building programme

Activity 3.1 Develop report on central capacity and local human capacity 4 = activity completed    
Activity 3.2 Develop and approve educational plan for officers and PA managers 4 = activity completed    
Activity 3.3 Organize training for 10 officers and PA knowledge and skills 3 = significant progress, nearly complete Advanced educational courses initiated by the national consultants were developed and conducted. These courses were aimed for young specialists, among whom 4 best ones were selected to undergo the on-job specialized training in the National Centre. The curriculum of the trainings envisaged to involve the specialists to ‘trainings for trainers” practices.  
Activity 3.4 Organize training session for 20 PA managers 3 = significant progress, nearly complete The training for trainers was organized. At the same time a series of regular updated information overviews on ongoing thematic courses both in the country and abroad (mostly around the CIS countries) to establish the professional networking, collaboration and exchange was upgraded.  
Activity 3.5 Prepare plan for financial sustainability of the course 3 = significant progress, nearly complete Cross-cutting analysis of financial expenses to schedule the trainings and educational courses on PA was made. At the same time, the survey forms to assess the capacity needs and human resource development were developed and filled-in by the local and national experts.

OUTCOME 4: Develop PoWPA monitoring system

Activity 4.1 Develop protocols and templates for data collection 4 = activity completed The draft database was tested, edited and run. For convenience and better navigation, the different-type formats and data categories were considered.  
Activity 4.2 Identify who is in charge of collecting, maintaining data and corresponding with CBD 2 = activity fully underway The National Focal Point of PA in Tajikistan was appointed. Draft of the national report with an outline referring to CBD requirements on PAs Programme was developed. The guidelines to upgrade and regularly update the draft database were developed. At the same time the educational training and consultative support for local experts to run the database were provided. Field trips and visits to the regional environmental committee’s branches to present the database as well as requests to collect the information needed were organized. Consultations on how to account and register the data and appoint an appropriate specialist were organized.  
Activity 4.3 Install protocols and data base, launch and train officers 3 = significant progress, nearly complete Draft manual to database management was developed. Consultative meetings to consider this draft manual as well as to amend it were organized.  
Activity 4.4 Request information at local level and ministries and report to CBD 3 = significant progress, nearly complete Draft publication with all assessment reports on PAs was developed. This draft was presented at the workshop, which aimed at its review and comments. Activities on its design and publication were launched.
